Summary of the contracting process

South Lanarkshire College is procuring educational learning and assistive support services for its students. The appointed supplier will work one-to-one with students in or outside the classroom, helping them progress and achieve their courses. Support may include reading, note-taking, prompting, study skills and assistance in practical classes for students with physical disabilities. The requirement is an education and student-support service, with classification code 80340000. Delivery will take place at South Lanarkshire College, College Way, Scottish Enterprise Technology Park, East Kilbride. The procurement is for a single supplier. Potential additional services include communication support workers and British Sign Language interpreters for deaf students, both in and outside the classroom.

The process reached tender: the college invited offers through an open procedure, with electronic submission in English. Bids were due by 12 August 2026 at 12:00 UTC, when bids were also scheduled to open; evaluation was scheduled from that time. The contract period is 1,080 days, with possible renewal through a 12-month plus 12-month extension subject to performance. Evaluation information records service-delivery methodology at 15 and price at 30. A document-access fee applies, variants are not allowed and bids must remain valid for 360 days. Selection requires relevant professional or trade-register membership, two years of audited accounts or equivalent before award, and minimum employers’ liability insurance of £5,000,000, professional liability insurance of £5,000,000, and product and public liability insurance of £1,000,000.

This opportunity suits a specialist educational support provider able to deliver consistent one-to-one assistance for students with physical disabilities and adapt support across classroom, practical and independent-study settings. Relevant capability includes reading and note-taking support, prompting, study-skills coaching and enabling students to participate safely in practical classes. Providers with qualified staff who can supply names and professional qualifications, and who are enrolled in the relevant professional or trade register, are well placed to compete. The contract also creates scope for providers with British Sign Language interpreting and communication-support expertise. Bidders should be able to demonstrate financial resilience, maintain the required insurance cover and work against performance measures. Community-benefit proposals, such as training, apprenticeships, subcontracting opportunities or local investment, are also expected.
