Summary of the contracting process

The Common Services Agency, known as Public Services Delivery Scotland (PSD Scotland), seeks to establish an Executive and Senior Manager Search and Selection Framework Agreement. This procurement is categorised under 'Health' services and utilises an open procedure. The initiative originates from Edinburgh, providing a two-year initial contract period potentially extending to four years. The tender is currently active with submissions due by 27th May 2026. PSD Scotland aims to rank three suppliers within the framework, allowing mini competitions for volume agreements. Significant awards start on the same deadline date, signifying the ongoing procurement stage. The framework covers executive-level appointments, including clinical and medical specialists across the UKM region, promising a substantial framework agreement valued at £1.5 million.

This tender offers promising growth opportunities for businesses specialising in executive search and placement, particularly those with experience in the healthcare sector or prior NHS-related appointments. Firms that can offer dynamic recruitment strategies while fulfilling high-level medical and clinical executive search requirements will find this a worthwhile competition avenue. Eligible bidders must demonstrate a solid financial foundation, as indicated by required insurance levels and historical turnovers in forms of audited accounts. This tender will likely benefit consultancies with expertise in structured recruitment processes and those prepared to leverage competitive strengths in a ranked framework agreement. The procurement is an excellent fit for companies looking to expand their footprint within the public sector health services arena, maximising the prolonged framework period.
