Summary of the contracting process

Social Security Scotland is procuring a strategic Debt Management System as a service. The requirement covers the provision, implementation, support and continuous improvement of a system that manages the end-to-end debt lifecycle, including debt cases and associated processes. This is a technology services contract, classified under CPV 72000000 for information technology services. The service will be delivered for Social Security Scotland in Scotland. The buyer is a public authority responsible for social protection. The system is expected to support electronic ordering, electronic payment and electronic invoicing. The contract also includes community benefit obligations, requiring the supplier to deliver employment opportunities for priority groups through the specified community benefits framework. Suppliers should therefore be able to provide both the technology platform and the associated implementation and managed service capabilities.

The buyer reached the tender stage and invited offers through an open procedure, with electronic submission in English. The tender return deadline was 18 August 2026 at 12:00, with tender questions due by 28 July 2026. Evaluation was scheduled from 25 August to 25 September 2026, with contract award on 30 November 2026. The contract is for an initial 72 months, including a 12-month implementation period, followed by service delivery from month 13; it may be extended by up to a further 24 months. The single lot is evaluated equally on technical quality and price, weighted 50% each. Economic and financial requirements include a Dun and Bradstreet failure score of at least 40 and insurance cover of £5 million for employers’ and public liability, and £10 million for professional indemnity and cyber security/data protection. The contract is intended to be renewed for continuity of service.

This opportunity suits established software providers, systems integrators and managed service suppliers with experience delivering strategic debt, case-management or similarly complex public-sector platforms. Strong candidates will be able to manage the full technology lifecycle: solution design, implementation, integration, support, continuous improvement and reliable operation of a service handling sensitive personal data. The requirement calls for capability across software development, advisory services, systems integration and agile, iterative, DevOps or continuous deployment delivery. Suppliers need robust cyber security, data protection, incident response and service resilience arrangements, supported by suitable policies and insurance. Financially sound organisations with the capacity to undertake a substantial, long-term implementation and service commitment are well placed. Bidders must also be able to deliver measurable community benefits focused on generating employment opportunities for priority groups, alongside the core technology service.
