Summary of the contracting process

Dumfries and Galloway Council is commissioning a waste composition analysis service for kerbside-collected household waste. The work will assess accurately the composition of household waste streams collected across the council area, supporting service planning, performance monitoring and compliance with national waste and recycling policy. The analysis covers the council’s household collections, including residual waste, paper and cardboard, plastic and metal packaging, food waste and household batteries, as well as the additional paid garden waste service. Delivery is required at various sites across Dumfries and Galloway. This is a waste and environmental consultancy opportunity for suppliers able to design and carry out representative sampling and analysis of household waste across a geographically extensive local authority area.

The procurement has reached tender: Dumfries and Galloway Council invited offers through an open procedure, with electronic submission. It is a single-lot services contract valued at £70,000, with a contract duration of 330 days. The required analysis uses two phases, collecting waste composition data during summer and winter. Tenders were to be submitted by 20 August 2026 at 12:00 noon, with tenders opened at the same time by two procurement personnel in a secure location. Bids must remain valid for 120 days and be submitted in English. Electronic payment and ordering apply, and electronic invoicing is allowed. Variants are not permitted. Community benefits are included in the requirement.

The opportunity suits specialist waste management, environmental research and sampling businesses with practical experience of household waste composition analysis. Strong candidates will need to plan and deliver reliable fieldwork across multiple locations, handle representative samples from kerbside collection streams and produce accurate, usable composition data. The work calls for capability across different waste types, including residual waste, recyclable packaging, food waste, batteries and garden waste, and an approach that can compare seasonal results. Suppliers should be able to manage a two-phase programme, coordinate site activity and provide clear evidence suitable for service planning, performance monitoring and policy compliance. Businesses able to offer robust analytical methods, quality-controlled data and community benefit commitments are well placed to compete.
