Summary of the contracting process

Historic Environment Scotland has initiated a public procurement process under the title "Heritage Training Course Instructional Design" aimed at sourcing services within the Heritage, Tourism, Conservation, and Built Environment industry category. This buying organisation, operating from Edinburgh (UKM75), is leveraging an open procedure procurement method to engage suppliers who can design and develop SCORM-compliant e-learning modules for a heritage training course. The tender is currently in the active stage and invites electronic submissions until 12:00 PM on 4th June 2026. The total contract value is approximately £190,000, with contract completion expected by the end of December 2026.

The tender presents significant business growth opportunities for service providers specialising in educational content design, particularly those proficient in e-learning solutions and instructional design within the heritage sector. Ideal contenders would be entities capable of handling staggered multi-module project delivery, with a strong emphasis on quality, technical capability, and an innovative approach to distance learning solutions. Businesses with experience in managing complex educational projects and those that meet the specified economic criteria stand a good chance of competitiveness. Additionally, suppliers are required to hold specific insurance levels, as outlined by Historic Environment Scotland, ensuring financial reliability and risk mitigation.

Lot Information

Lot 1

HES requires a contract to cover the design and development of four SCORM-compliant (2004 4th Ed) e-learning modules totalling a maximum of 150-180 minutes. The modules will be developed in a staggered delivery model, with some overlap between work phases where beneficial. The successful contractor must demonstrate the capacity to manage a staggered, multi-module production workflow so that all agreed modules are fully completed, tested, and delivered by end of December 2026. All four modules must collectively deliver against 20 capability-based Learning Outcomes. While each module will have its own specific Learning Objectives and content focus, suppliers must ensure that module-level outcomes clearly map to, and contribute toward, the achievement of these overarching capability outcomes. The development of these modules is part of a wider project to develop a Heritage Training Course (HTC) for Planning Authorities in Scotland.

Options: The Contracting Authority reserves the right to request additional deliveries by the Successful Tenderer, either intended as partial replacement of supplies or installations or as extensions of existing supplies and installations. The Contracting Authority may at it's sole discretion exercise this option.
