Summary of the contracting process

Scottish Borders Housing Association Ltd procured a tenant satisfaction survey service for its housing tenants. The work covers designing and delivering surveys and reporting tenant views to support the association’s understanding of customer satisfaction and service performance. It is a public-sector customer research and survey service, classified under CPV 79342311. Delivery is across the Scottish Borders. The requirement was structured as one lot and was managed by the association, whose base is in Selkirk. The procurement documentation included a service specification, survey guide, customer service standards developed with tenants, pricing schedule, community benefits form and tender response document, indicating a requirement for a structured service aligned with SBHA’s tenant-facing standards.

This procurement has been awarded following an open procedure. Three electronic bids were received, all from SMEs, and Research Resource Scotland Limited was selected for the single lot. The contract is active, was signed on 22 July 2026, and is valued at £117,100 including the stated contract value; the tender’s estimated value was £150,000. The service is due to start in August 2026 for an initial three-year period, with two possible 12-month extensions at SBHA’s discretion based on performance. Bids closed at 12 noon on 13 July 2026 and were opened then. Assessment used suitability criteria set out in the SPD, including an Experian check with a minimum score of 51. Variants were allowed, bids had to be in English, and remained valid for 90 days.

This requirement is relevant to specialist market-research, tenant-experience and customer-survey providers able to deliver structured satisfaction surveys for a housing association across the Scottish Borders. A credible competitor would need the capacity to manage tenant-facing research, gather reliable responses, analyse findings and report them clearly against service-performance needs. The procurement also points to the importance of working within customer-service standards developed with tenants, supporting future-proofed service improvements and innovation. Suppliers should be prepared to provide named staff and their qualifications, satisfy suitability checks and meet SBHA’s Experian risk threshold. The competition shows that SME survey providers can compete for this type of housing-sector research service.
