Summary of the contracting process

West Lothian Council’s Education Services, on behalf of the West Lothian Local Employability Partnership, procured a personal skills development programme for vulnerable unemployed and economically inactive young people aged 16 to 19 who live in West Lothian. The service provides personalised learning and support to develop life and employability skills in a nurturing environment, helping participants progress along the strategic skills pipeline. It includes engagement with parents and carers, links with community organisations, volunteering and practical skills activities, and coordination with referral partners such as schools, Skills Development Scotland, youth services and employability providers. This is a specialist training and employability support service, classified under CPV 85312310. Delivery is in West Lothian. The buyer awarded the requirement to The Larder West Lothian.

The procurement is complete and has been awarded following an open procedure. One lot was awarded to The Larder West Lothian, and the contract was signed on 6 August 2026. The contract value is £180,000. The contract period is 270 days, with an option to extend by up to a further 12 months in total, subject to funding levels and performance. The tender deadline and online bid opening were both 17 July 2026 at 12:00. Evaluation was weighted 90% technical quality and 10% price. Bidders had to provide two similar contracts from the previous five years and satisfy financial stability, insurance, professional eligibility and staffing requirements. The contract requires electronic payment and ordering, allows electronic invoicing, and prohibits variants.

This award indicates demand from West Lothian Council for providers able to deliver structured employability and personal development support to vulnerable 16-to-19-year-olds. Credible suppliers would need experience engaging families and communities, designing and delivering learning or developmental opportunities for vulnerable young people, and recording, monitoring and reporting participant progress and outcomes to commissioners. The requirement suits a third-sector training provider, specialist youth employability organisation or consortium able to offer personalised support, community links, volunteering and practical skills activity. Providers should be able to work with referral partners and demonstrate a safeguarding-ready workforce: staff working with children must hold current PVG membership. Financial resilience, suitable insurance and the ability to provide qualified staff are also important for competing when this requirement returns.
