Summary of the contracting process

The Scottish Police Authority is renewing a framework for estates professional services supporting its property and construction requirements across Scotland. The opportunity covers eleven service areas: multi-discipline design teams and combined construction consultancy; architect-led multi-discipline design teams; building surveying; structural and civil engineering; mechanical and electrical engineering; quantity surveying; fire engineering; clerk of works and supervision; move management and space planning; asbestos surveying; and environmental or sustainability consultancy. Some design lots are divided into North, East and West regional sub-lots. The framework is intended for professional advisers and technical consultancies able to support estates projects, design, construction, compliance, surveying and related property services for the Authority.

The procurement has reached tender: the Scottish Police Authority invited offers through an open procedure using electronic submission. The framework has an estimated maximum value of £30,000,000 and a three-year contract period, with an option to extend once for up to 12 months. Tenders had to be submitted by 14 October 2026 at 12:00, with electronic bid opening at the same time. The lots use a quality-and-price evaluation weighting of 60% quality and 40% price, with no variants allowed. Up to three suppliers may be appointed to each specialist lot; up to five may be appointed to each regional sub-lot under architect-led design, and up to eight to each regional sub-lot under combined construction consultancy. Bids had to remain valid for 150 days and be submitted in English.

This suits established architectural, engineering, surveying, construction consultancy, compliance and environmental practices, including businesses able to form multi-disciplinary teams. Bidders need relevant professional or trade registration, with UK businesses registered with Companies House, and any authorisations or memberships required for their chosen lot. The framework requires professional indemnity insurance of £5,000,000, reduced to £2,000,000 for Lots 8 and 9, plus employers’ liability insurance of £5,000,000 and public liability insurance of £10,000,000. Each lot requires two examples of similar services delivered within the previous three years, with evidence of capacity and capability. Staff names and qualifications are required, and performance against framework KPIs will inform future call-off awards.

Architect Led Multi-Discipline Design Team

Architect Led Multi-Discipline Design Team. This lot will be divided into the following sub-lots: sub-lot 2.1 - Architect Led Multi-Discipline Design Team (North) sub-lot 2.2 - Architect Led Multi-Discipline Design Team (East) sub-lot 2.3 - Architect Led Multi-Discipline Design Team (West) A maximum of five (5) Suppliers shall be appointed to each regional sub-lot.

Renewal: The duration of the Framework Agreement shall be for three (3) years with the option to extend the Framework for a further one (1) period of up to twelve (12) months in duration.

Multi-Discipline Design Teams / Combined Construction Consultancy

Multi-Discipline Design Teams / Combined Construction Consultancy. This lot will be divided into the following sub-lots: sub-lot 1.1 - Multi-Discipline Design Teams / Combined Construction Consultancy (North) sub-lot 1.2 - Multi-Discipline Design Teams / Combined Construction Consultancy (East) sub-lot 1.3 - Multi-Discipline Design Teams / Combined Construction Consultancy (West) A maximum of eight (8) Suppliers shall be appointed to each regional sub-lot.
