Summary of the contracting process

Dumfries and Galloway Council is planning to commission storytelling and participation services to bring the experiences of families living in poverty into the centre of its work. The service will develop distinctive, engaging ways to show families’ journeys and use those stories to inspire change. It will go beyond traditional case studies, creating approaches that add depth to qualitative evidence alongside quantitative measures used in tackling child poverty. The work is intended for delivery in Dumfries and Galloway. The council is seeking an organisation able to develop impactful storytelling methods, explore alternative approaches for case studies used in local and national government reporting, and help its team learn to use those methods.

This procurement is at the planning stage: the council has announced an intention to procure, rather than inviting tenders. It expects to use a single planned lot for the storytelling and feedback innovation service, under an open procedure for services. The indicative contract value is £10,000 including the stated currency, GBP. The council expects the next notice to be published on 21 August 2026; this is an indicative date, not a deadline to respond. The planned service will cover innovative storytelling methods, alternative case-study approaches, staff skills development and work connected with understanding and addressing poverty stigma. The procurement is covered by the Government Procurement Agreement.

This will suit a specialist storytelling, qualitative research, communications, participation or community-engagement organisation that can turn lived experience into compelling and responsible narratives. Relevant suppliers should be able to design different storytelling formats with demonstrable impact, develop case-study methods suitable for public-sector reporting, and train council staff to apply them in practice. Experience of working with families or communities affected by poverty, particularly child poverty, will be important, as will a clear understanding of poverty stigma and the need to avoid reinforcing it. Organisations with the ability to combine rich qualitative insight with existing quantitative evidence should prepare examples of comparable work, proposed methods and staff-development approaches for the future procurement.
