Summary of the contracting process

Dumfries and Galloway Council intends to commission outreach housing support services for homeless people and households threatened with homelessness across Dumfries and Galloway. The services will provide accessible, impartial support to vulnerable people, helping them increase control over their lives, develop independent living skills and sustain accommodation. Four service areas are planned: adult outreach support for people aged over 25 in the east, covering Nithsdale and Annandale and Eskdale; adult support in the west, covering Stewartry and Wigtownshire; and equivalent young people’s services for those aged 16 to 25 in the east and west. This is a social care and housing support services requirement, delivered across the named areas.

This procurement is at the planning stage: the Council has announced its intention to procure, but this record is not an invitation to tender. Four lots are planned, split by age group and geography. Providers will be able to bid for all applicable lots, but the Council says a supplier will not be awarded more than 50% within the two adult lots. It anticipates awarding two providers in each adult area. A further notice and tender documents are expected on 1 September 2026. The services are intended to be procured under the public procurement rules and are covered by the Government Procurement Agreement. Further procedural and evaluation arrangements are expected with the future tender.

This will suit organisations already delivering outreach housing support, homelessness services or related support to vulnerable adults and young people. Providers should be able to work directly with people who are homeless or at risk of homelessness, offer impartial and accessible support, and help service users develop the practical skills needed to maintain independent accommodation. The requirement spans both adult and young people’s provision and covers east and west Dumfries and Galloway, so it may suit organisations with local coverage, delivery partnerships or the capacity to operate across several communities. Organisations preparing to participate should consider which age groups and areas they can support effectively, including the implications of the planned limit on awards across the adult lots.

Dumfries and Galloway Council are seeking service providers to deliver high quality outreach housing support service to homeless households and individuals threatened with homelessness as prescribed within Section 32B of the Housing (Scotland) Act 1987 as included by the Housing (Scotland) Act 2010 and the Housing Support Services (Homelessness) (Scotland) Regulations 2012.

Lot Information

Adult Outreach Support Services (East)

This lot is for the provision of a high-quality outreach housing support service to individuals over the age of 25 who are homeless or threatened with homelessness. The purpose of this service is to provide an accessible, impartial, quality outreach housing support service to support vulnerable people to increase control over their lives and assist them to gain the independent living skills required to sustain accommodation.. This lot covers the east of the Dumfries and Galloway region (Nithsdale and Annandale & Eskdale). It is anticipated that two providers will be awarded to this area.

This lot is for the provision of a high-quality outreach housing support service to individuals between 16 and 25 who are homeless or threatened with homelessness. The purpose of this service is to provide an accessible, impartial, quality outreach housing support service to support vulnerable people to increase control over their lives and assist them to gain the independent living skills required to sustain accommodation.. This lot covers the east of the Dumfries and Galloway Region(Nithsdale and Annandale & Eskdale).
