Summary of the contracting process

The University of Strathclyde is planning to procure comprehensive business and student travel management services, delivered in Glasgow and supporting travel throughout the UK and internationally. The service will cover air, rail, hotel and hostel bookings, ferries, Eurostar, international vehicle hire, visa services and related professional advice. Business travellers should be able to research and book through an online tool or offline through a call-centre or agent operation. Student group travel will also be supported. The requirement includes a dedicated travel account management and administration team, with services designed to support traveller safety and wellbeing, reduce environmental impact, secure competitive travel prices and provide a responsive, user-friendly service.

This procurement is at the planning stage and is currently market engagement rather than an invitation to tender. The University expects to publish a further notice on 20 August 2026. It is seeking completed market engagement questionnaires by close of business on 30 July 2026 and may undertake further engagement with the first five organisations to respond. The expected procurement route is not yet settled and may include an existing framework. The indicative total value is £24 million including all applicable services. The requirement is presented as one lot, with a planned contract for a fully managed UK and international travel service. The process is covered by the World Trade Organisation Government Procurement Agreement.

This will suit established travel management companies able to provide a fully managed business travel operation for a large international university, with capacity for substantial domestic and overseas demand from staff and students. Relevant suppliers should be able to combine online self-service booking with responsive offline agency or call-centre support, and provide dedicated account management and administration. Experience arranging complex air, rail, accommodation, ferry, Eurostar, vehicle hire, visa and student group travel would be valuable. The service will favour providers with strong supplier-rate access, traveller safety and wellbeing processes, environmental or low-carbon travel expertise, reliable customer support and the operational reach to advise travellers across varied destinations and trip durations.

The University is seeking a Travel Management partner to provide a full suite of Travel Management services to cater for the wide, varied, and diverse travel requirements that this large University. The partner shall be required to deliver a cost-effective and responsive full Business Travel Management Services that supports traveller safety and wellbeing, maximises environmental/low carbon awareness, provides value for money.

The University of Strathclyde is a large Higher Education establishment located in the centre of Glasgow. The University has an approximate student population of nearly 25,000, from over 100 countries and has a staff of around 4,000 across four faculties and professional service departments. The University is an international institution with academic collaborations around the world. As such, The University staff and Students undertake a significant amount of domestic and foreign travel in the course of their work and studies. Travel is extremely diverse and covers all areas of the world for varying durations. The University requires a partner that will deliver a cost-effective and responsive full Business Travel Management Services that supports traveller safety and wellbeing, maximises environmental/low carbon awareness, provides value for money by having access to the best airline and hotel pricing, and delivers a timely, up-to-date, user-friendly service. The provision of a dedicated Travel Account Management and administration team is essential. The Supplier will provide a fully managed service for all UK and International travel and associated services. The University will be able to research and book using an online tool and/or via offline booking channels using a traditional call centre/agent type operation (on the lowest cost non-Premium Line telephone number). This will cover UK and International Air, and Hotel services; Ferry services; Eurostar; International Vehicle Hire; Visa services and relevant professional advice to all clients. The supplier will also provide a Student Group Travel Services covering UK and International Air, Rail and Hotel / Hostel services; Ferry services; Eurostar; International Vehicle Hire; Group Travel services: and relevant professional advice to The University for student group travel.. This notice is serving as market engagement to support the University's procurement strategy for the provision of the titled services. The route to market may be subject to revision as the procurement strategy is finalised.
