Summary of the contracting process

East Ayrshire Council is seeking training providers for an External Training and Workforce Skills Framework. The framework will support East Ayrshire Works and the Council’s Workforce and Future Skills team. It covers two service areas: External Training and Workforce Skills, including vocational, professional, technical, workplace, management, computing, language, health and safety, transport, social care and personal development training. Services will be delivered in East Ayrshire, including Kilmarnock. This is a social and other specific services requirement for training provision. The arrangement is intended for organisations able to deliver a range of training services to meet the differing requirements of the two Council services.

The procurement has reached tender: the Council invited offers through an open procedure, with electronic submission. It is a reopening of an existing framework to new entrants; companies already included do not need to reapply. Bids were due by 7 September 2026 at 12:00 UTC. The framework began on 1 April 2024 and is planned to run for four years; successful new entrants will join for the remaining duration, described as approximately 18 months from the estimated award date. There are two lots, External Training and Workforce Skills, and suppliers may bid for either or both. Each lot has a 540-day contract period. The framework operates under the Light Touch Regime and can admit new entrants approximately once a year.

This opportunity suits established training providers, colleges, vocational education organisations and specialist learning businesses able to offer several types of training rather than a single narrow course. Relevant capability may include delivering vocational, professional, technical, workplace, management, digital, language, health and safety, transport, social care or personal development programmes. Providers should be able to tailor delivery to the separate needs of East Ayrshire Works and the Workforce and Future Skills team, and to operate across East Ayrshire. The two-lot structure allows a business to target the service area matching its expertise, while the open-framework model creates a route for new entrants to join during the framework’s remaining term.
