Summary of the contracting process

Beaver Trust is procuring construction works for the River Isla Renaturalisation Demonstration project near Coupar Angus. The scheme will remove and realign approximately 1.7 kilometres of an existing flood embankment, construct and compact a replacement embankment around 20 metres into the floodplain, and create four artificial beaver mounds. It is intended to improve floodplain resilience, reduce the risk of beaver burrowing damaging flood defences and demonstrate nature-based coexistence between beavers and agricultural land use. The wider project addresses recurring floodbank breaches on high-value farmland along the River Isla, a major tributary of the River Tay and a Special Area of Conservation. No works are proposed within the river channel.

The process reached tender: Beaver Trust invited offers through an open procedure, with the tender requiring written submissions. The buyer set the submission deadline and bid opening for 28 August 2026 at 09:00. The contract period is 31 August 2026 to 31 March 2027. The procurement is a single package of works, with no variants permitted and no renewal or additional purchasing options. Bids must be submitted in English and remain valid until 28 August 2026. Electronic payment and electronic ordering will be used, and electronic invoicing is permitted. The published information identifies the work as floodbank and earthworks construction; the tender does not set out a separate evaluation weighting in the available procurement details.

This opportunity suits an experienced civil engineering, flood defence or earthworks contractor able to manage substantial embankment works in a floodplain and agricultural setting. Relevant capability includes safely removing and realigning existing floodbanks, placing and compacting engineered fill, constructing a replacement embankment to the required alignment, and delivering habitat features such as artificial beaver mounds. Suppliers should be able to plan and control groundworks near a protected river environment while avoiding in-channel activity. The project also favours contractors who can work collaboratively with landowners and environmental organisations, accommodate nature-based restoration objectives and protect agricultural resilience during delivery. Experience combining flood risk management with river naturalisation or habitat creation would be particularly relevant.

Notice Information

Notice Title

Flood Bank Realignment

Notice Description

This collaborative project with SBAG address recurring concerns over beaver burrowing and floodbank breaches on high-value farmland along the River Isla, a major tributary of the River Tay (SAC). By realigning a floodbank and creating a wider more natural river corridor with willow buffer strip we intend to increase bank resilience, reduce beaver impacts and enhance biodiversity. Two participating agricultural landowners will trial setback embankments and habitat features including beaver mounds to encourage coexistence. The approach integrates agricultural resilience with river naturalisation, monitored by the river Restoration Centre and Beaver Trust to inform future coexistence strategies to promote biodiversity.
