Summary of the contracting process

Public Services Delivery Scotland, part of the Common Services Agency, intends to procure security and physical guarding services for its sites across Scotland. The work is a service contract covering two geographic areas. The East lot includes Gyle Square, the Jack Copland Centre and Norseman House. The West lot includes the National Distribution Centre in Larkhall, Coddington Warehouse, Titan Warehouse and Hassockrigg ECO Park in Shotts. The required service is site-based security provision, including reactive response, initial investigation of fire-alarm activations and escalation where necessary, locking and unlocking premises, managing building security and controlling access and exit. Staff will also provide basic reception and customer-service support, including directing visitors and responding to appropriate enquiries.

This procurement is at the planning stage: PSD Scotland has declared an intention to procure, but has not yet issued an invitation to tender. The buyer expects to publish a further notice on 7 October 2026. It is planning two lots, East and West, with separate site coverage and service requirements. The East lot is expected to start on 1 April 2027 and has an estimated annual value of £300,000. The West lot is also scheduled to start on 1 April 2027 and has an estimated annual value of £465,000. Organisations can register their interest during the planning exercise by completing the security services form and indicating where they can provide services.

This will suit established security companies able to organise physical guarding across multiple operational sites in either eastern or western Scotland. Relevant suppliers should be prepared to provide responsive, site-specific cover rather than a single uniform service, with reliable arrangements for reactive incidents, premises opening and closure, access and egress control, and investigation of fire-alarm activations. The requirement also favours teams whose guards can work confidently in public-facing environments, offering basic reception and customer-service assistance alongside security duties. Businesses with experience coordinating services across offices, warehouses, distribution facilities and specialist sites should consider preparing their geographic coverage, staffing model, operating arrangements and evidence of relevant delivery experience before the procurement reaches the market.
