Summary of the contracting process

The Scottish Government bought interim programme leadership and specialist business-case and benefits-management support for agricultural reform. The assignment is to take the Agricultural Reform Full Business Case through approval, building on existing programme work to shape the reform strategy and the future operating model for delivering agricultural support. The work includes developing the benefits framework, defining measurable benefits and performance measures, and supporting the preferred option’s implementation. The supplier is expected to work across economics, finance, commercial, procurement, policy, operational delivery, digital and programme-management teams, and to support senior decision-makers with advice, assurance and reporting.

The procurement has been awarded to Venesky-Brown Recruitment, and the contract is active. The recorded contract signature date is 10 August 2026. The awarded value is £295,456. One bid was recorded. The requirement was presented as a ranked solution under an interim manager framework, but the procurement method and evaluation criteria are not stated in the available process details. The assignment includes taking the Agricultural Reform Full Business Case through approvals by October 2027. No contract end date or duration is reported here.

This award shows demand for senior interim expertise spanning agricultural policy reform, business-case development and programme benefits realisation. A credible competitor for a similar requirement would need to take a complex public-sector business case through governance and approval, build benefits profiles, maps, baselines, targets and realisation plans, and establish evidence-based tracking and reporting. The work also calls for sound investment appraisal and judgement on affordability, value for money, risks, dependencies and delivery confidence. Suppliers need to collaborate effectively with multidisciplinary teams and facilitate agreement among senior stakeholders, while producing clear briefings and assurance for leadership and investment forums. Experience connecting an approved business case to delivery plans, performance measures and long-term outcomes would be directly relevant.
