The requirement covers planned preventative maintenance, statutory compliance support, emergency call-outs, lift entrapment response and repairs needed to keep passenger lifts safe, reliable and operational. The contractor must provide a 24-hour, 365-day emergency response service throughout the contract. This is a passenger lift maintenance and repair services opportunity, classified under CPV 50750000. The requirement is arranged as one lot and includes electronic ordering and payment arrangements. Community benefits are part of the requirement, including a contribution under the buyer’s community benefits clause. The buyer is West Whitlawburn Housing Co-operative Limited, a housing organisation based in Glasgow.

The procurement has reached tender: the buyer invited offers through an open procedure, with electronic submission. Bids were due by 30 September 2026 at 12:00, with public bid opening at the same time. The contract is initially for 36 months, with the option of two separate 12-month extensions, giving a maximum possible term of 60 months. Its estimated value is £600,000 excluding any stated currency conversion, in GBP. Evaluation is based on cost of service at 60% and quality at 40%. Variants are not allowed, bids must be in English, and submitted bids remain valid for 90 days. The service is reserved to a particular profession, with suitability and technical requirements set out in the tender documents. Bidders must provide staff names and qualifications.

This opportunity suits specialist lift maintenance contractors able to manage a portfolio of passenger lifts and deliver both planned and responsive services. Suppliers need the capability to provide statutory compliance support, preventative maintenance, reactive repairs, renewal works and emergency attendance, including lift entrapment response. The requirement calls for round-the-clock, year-round emergency coverage, so bidders need sufficient engineering capacity, operational resilience and arrangements for rapid call-outs. Relevant professional competence is required because execution of the service is reserved to a particular profession. Bidders must identify the staff assigned to the contract and provide their qualifications. Strong quality-management, repair and renewal experience, dependable response arrangements and the ability to meet performance measures and community benefit commitments will be important.
