Summary of the contracting process

Public Services Delivery Scotland, the Common Services Agency’s central purchasing body, is procuring biologic, biosimilar and methotrexate medicines for NHS Scotland. The requirement covers adalimumab, etanercept, golimumab, infliximab for intravenous infusion and subcutaneous injection, omalizumab, tocilizumab, ustekinumab, tildrakizumab, and methotrexate in 25mg/1ml and 50mg/1ml pre-filled injection devices and syringes. For every medicine tendered, bidders must hold a current UK Marketing Authorisation approved by the MHRA, using a PL, PLGB or PLPI number. The organisation and any subcontractors must hold valid BS EN ISO 9001 certification or an equivalent quality standard. Products must comply with MHRA best-practice guidance on labelling and packaging, with samples supplied when requested. Bidders must provide a climate-change plan covering actions to reduce emissions and agree to support community benefits in Scotland, either through proposed activity or engagement with NHS Scotland’s Community Benefits Gateway. Strong price competitiveness is central because price carries 95% of the evaluation.
