Zero Waste Scotland Ltd is planning the Scotland’s Circular Future Makers Programme, a services contract for a pilot supporting 50 to 60 Scottish middle managers and mid-career professionals. The programme will help participants turn circular economy ambitions into practical business action by identifying and testing opportunities within their organisations, building confidence and change-making capability, overcoming implementation barriers, and influencing decision-making through real-world business challenges. It will also generate insight into what enables or hinders circular economy adoption across Scottish businesses. Delivery is expected in Scotland. The work covers business and management training, facilitation, coaching, peer learning, practical experimentation and impact evaluation, with the programme designed and delivered collaboratively with Zero Waste Scotland.

This procurement is at the planning stage: Zero Waste Scotland has announced an intention to procure and is seeking early engagement to shape the programme design and delivery model. The planned procurement is for services, with one planned lot and an estimated value of £80,000 including the stated currency. The buyer expects a subsequent notice to be published on 2 November 2026. The process is covered by the World Trade Organization Government Procurement Agreement.
