Summary of the contracting process

Dundee City Council is procuring a multi-supplier framework for survey, treatment and remedial services in domestic properties across Dundee. The work covers dry and wet rot surveys and treatment, woodworm and other wood-boring insect infestation, damp proofing, timber preservation, fungal decay, basement waterproofing, condensation, dampness and mould. It is divided into three service areas: surface treatments for condensation, dampness and mould excluding fogging; invasive treatments and investigation; and mould treatment using fogging. This is a services procurement for a public-sector housing environment. Suppliers may apply for all three lots, with each lot intended to appoint between three and five contractors. The framework is expected to support responsive surveys, recommendations, treatments, certification and associated remedial works.

The buyer has reached the tender stage and invited offers through an open procedure, submitted electronically. The tender deadline is 5 October 2026 at 12:00, with bids opened at the same time; the award period starts then. The framework has an estimated value of £5,200,000. Each lot has an initial contract period of 720 days, with provision for two further one-year renewal periods. It will operate as a framework with up to 15 participants overall, and bids must remain valid for 120 days. All three lots use the same evaluation basis: compliance with the specification is pass or fail, followed by price weighted at 60%. Variants are not permitted. Economic standing requires an Equifax score of at least 35, and community benefit delivery is required.

Relevant surveyors, technicians and operatives, training, insurance-backed guarantees, health and safety controls, reports and completion certification are important.

Dundee City Council is seeking to appoint a minimum of 3 and a maximum of 5 competent contractors for each lot within the framework. The lots for this framework are as follows- Lot 1 - Surface treatments for condensation, dampness and mould (excluding fogging) Lot 2 - Invasive treatments and investigation Lot 3 - Fogging Bidding organisations can apply for all lots within the framework but each lot will be awarded to the highest scoring bidder.

Lot Information

Lot 1 - Surface treatments for condensation, dampness and mould (excluding fodding)

The Contractor is not required to be a specialist timber-preservation company. Suitably competent general building or joinery contractors may tender, provided they can demonstrate the necessary competence, experience and resources to deliver the complete works in accordance with the specification. Where specialist treatment, surveying, electrical, plumbing, gas or other regulated work is required, the Contractor may use suitably competent and appropriately qualified employees or subcontractors. All treatment products, application methods, guarantees and supporting documentation must comply with the specification and be accepted by the Contract Administrator.. Dundee City Council is seeking to appoint a minimum of 3 and a maximum of 5 compete3nt contractors for each lot.

Renewal: 2 x 1 year periods

Lot 2 - Invasive treatments and investigation

This Lot is intended for specialist property preservation and invasive treatment contractors. Tenderers must be able to demonstrate specialist expertise in damp proofing, timber preservation, fungal decay treatment, wood-boring insect eradication, basement waterproofing and associated remedial works. The Principal Contractor must be a current member of the Property Care Association (PCA) and maintain membership for the duration of the Framework Agreement. The Contractor shall employ suitably qualified surveyors and technicians and be capable of providing surveys, specifications, treatment recommendations, insurance-backed guarantees (where applicable), and completion certification. Subcontracting of specialist preservation treatments will not be permitted unless expressly approved by the Contract Administrator.. Renewal: 2 x 1 year periods

Mould Treatment Fogging

This Lot is reserved for specialist mould remediation and environmental treatment contractors. Tenderers shall be able to demonstrate proven experience in the diagnosis, treatment and remediation of mould contamination within domestic and public buildings, including the use of ULV fogging equipment, antimicrobial treatments, HEPA filtration systems and moisture assessment equipment. The Contractor must be a current member of the Property Care Association (PCA), or an equivalent industry body approved by the Contract Administrator and maintain that membership for the duration of the Framework Agreement. The Contractor shall employ suitably trained and competent operatives for mould remediation works and provide evidence of relevant training, health and safety procedures, risk assessments and method statements relating to fogging and biocidal treatments. The Contractor shall provide post-treatment inspection reports, certification of completed treatments and recommendations for any further remedial works required to prevent recurrence. Where biocides, antimicrobials or fungicidal products are used, these shall be approved for their intended purpose and applied strictly in accordance with manufacturers' instructions and all relevant legislation..
