Summary of the contracting process

Dundee City Council is seeking contractors for a multi-supplier framework to survey and treat dry and wet rot, woodworm infestation and chemical mould in domestic properties across Dundee. It is divided into three lots: surface treatments for condensation, dampness and mould, excluding fogging; invasive treatments and investigation; and mould treatment by fogging. Suppliers may bid for all lots. The work ranges from general building and joinery repairs and non-invasive surface treatment to specialist property preservation, damp proofing, fungal decay and insect treatment, basement waterproofing, mould remediation and environmental treatment. The framework is intended to provide a pool of contractors for these services to the Council.

The buyer invited offers through an open procedure for an electronic multi-supplier framework. The tender submission deadline was amended to 7 October 2026 at 17:00; the planned tender opening time was also amended, to 7 October 2026 at 12:00. The estimated total framework value is £5.2 million. Each lot has an initial contract period of 720 days, with two possible one-year extensions. The Council intends to appoint at least three and up to five contractors to each lot. Bidders can apply for all lots, and the highest-scoring bidder for each lot is to be awarded places. For each lot, compliance with the specification is pass/fail and price carries 60% of the evaluation. Variants are not permitted.

The opportunity suits suppliers able to deliver property repairs and preservation work in domestic buildings. Lot 1 is open to competent general building or joinery contractors with the experience and resources to complete the works; specialist, regulated tasks may be delivered by qualified staff or subcontractors. Lot 2 requires specialist expertise across damp proofing, timber preservation, fungal decay, wood-boring insects and basement waterproofing. The principal contractor must hold Property Care Association membership, employ qualified surveyors and technicians, and provide surveys, recommendations, guarantees where applicable and completion certification; subcontracting specialist treatments requires approval. Fogging suppliers need proven mould-remediation experience, suitable equipment, trained operatives, health and safety evidence, and post-treatment reporting. Lot 3 also requires Property Care Association membership or an approved equivalent. Bidders must meet the Council’s financial-strength threshold of an Equifax score of at least 35. Successful suppliers must deliver 14 community-benefit outcomes across all contractors.
