NHS Tayside requires a competent contractor to provide planned High Voltage (HV) maintenance and a 24/7 emergency callout service for substations located at Ninewells Hospital, Perth Royal Infirmary and Dundee Dental Hospital. The contract will commence on 1 December 2026 for an initial period of eight years with an option to extend. The contractor shall provide a dedicated point of contact and respond to emergency incidents, including power outages and HV faults, within two hours of notification. All activities must fully comply with Scottish Health Technical Memorandum (SHTM) 06-03, which is the mandatory safe system of work for NHS Tayside. The service includes six-monthly inspections of all substations and planned maintenance of HV switchgear, transformers, ring main units, protection relays, batteries, chargers and earthing systems. Maintenance shall be undertaken in accordance with contract requirements and manufacturers' recommendations. The contractor will verify and maintain HV asset registers and schematic drawings, submit RAMS, safety programmes and isolation documentation at least 14 days before planned visits, and provide detailed electronic reports and test results within seven days of work completion. All routine maintenance shall be carried out during normal working hours unless otherwise agreed. Tender rates must be inclusive of labour, travel, travel time and subsistence. Additional repair works outside the maintenance scope shall require prior quotation and NHS Tayside approval. Each substation will receive one full maintenance service during the contract period in line with the agreed maintenance programme, supported by six-monthly inspections. The successful contractor will also be required to attend NHS Tayside's bi-monthly HV Working Group meetings. Performance will be monitored through agreed KPIs including maintenance compliance, safety performance, emergency response, repair times and submission of reports.
