The overall aim of this research is to provide information about the compensation received by those whose land is acquired under compulsory purchase powers. The evidence generated through the research is intended to inform decisions on potential future legislation by the Scottish Government and scrutiny of any such legislation by the Scottish Parliament. The objectives of the project are to address the following questions: a. How frequently and to what extent are compensation payments affected by the prospect of future planning permission ("hope value")? b. In cases where hope value is a factor, to what extent are payments affected by the timing, costs and risks of implementing any such prospective planning permission? c. To what extent does the current condition of property affect the market value calculated for the purpose of compensation?
