Summary of the contracting process

The City of Edinburgh Council is seeking a specialist provider to co-design and deliver inclusive recruitment training for its hiring managers. The work covers bespoke, full-day workshops on fair, accessible recruitment, helping managers recognise and address barriers and bias affecting people with protected characteristics under the Equality Act 2010. Delivery is primarily in person within the City of Edinburgh, with a small number of online sessions each year to accommodate different working patterns, caring responsibilities, workplace adjustments and accessibility needs. The training is intended to be required for managers before they undertake recruitment. This is a staff training and equalities services opportunity, rather than a general recruitment service.

The Council invited offers through an open procedure. The contract is for an initial two years, with two possible one-year extensions at the Council’s discretion. The stated value is £160,000. Bids are to be submitted electronically in English by 26 October 2026 at 15:00; the bid opening is scheduled for the same time. The evaluation is based on quality and price, with the detailed breakdown of quality criteria set out in the tender instructions. The procurement is arranged as one lot, and variant bids are not permitted. The process has reached the tender stage, with the Council seeking offers from prospective providers.

This opportunity suits a specialist equality and diversity training provider with relevant knowledge, expertise and experience in inclusive recruitment. The provider must be able to work with the Council to tailor workshop content to its managers and deliver practical, full-day sessions that address recruitment barriers and bias affecting people with protected characteristics. Suppliers need capacity to provide mainly in-person training across Edinburgh, alongside a small number of online sessions each year for staff whose circumstances or accessibility needs make that appropriate. Experience designing and delivering workplace learning for managers would be directly relevant. The requirement combines curriculum co-design with repeat delivery across the Council’s hiring managers, so providers should be equipped to support consistent practice rather than deliver a one-off general awareness session.
