Summary of the contracting process

South of Scotland Enterprise Agency is procuring a complete ICT and network infrastructure solution for the Mountain Bike Innovation Centre in Innerleithen. The requirement covers reviewing and validating operational needs, recommending an appropriate solution, producing detailed designs, supplying network equipment, installing and configuring the infrastructure, and testing and commissioning it. It also includes associated software licensing, connectivity, maintenance, managed services and ongoing technical support. The work is principally a network infrastructure and communications technology supply and implementation project, with design and support services included. Supporting information includes building plans, power and data layouts, an IT requirements matrix and a high-level design. Delivery and operation of the solution will be at the Mountain Bike Innovation Centre, Innerleithen.

The procurement has reached tender: the buyer invited offers through an open procedure, with electronic submission. There is one lot. Offers must be submitted by 13 October 2026 at 12:00, when bids are scheduled to be opened. The contract is for 720 days, with three optional 12-month extensions. Bids must remain valid until 11 January 2027. The contract uses electronic payment, and electronic invoicing is permitted. The tender states that variants are not allowed. The award will use the Most Economically Advantageous Tender basis, weighted 60% technical and quality and 40% cost. The relevant classification is CPV 32412110 for communications network equipment.

This opportunity suits an established ICT systems integrator, network infrastructure contractor or managed service provider able to deliver a complete solution from requirements validation through to long-term support. Bidders need practical capability in network design, equipment supply, installation, configuration, testing and commissioning, together with connectivity, licensing, maintenance and managed services. The requirement calls for suppliers to assess the client’s needs and justify the solution they recommend, rather than simply provide predefined equipment. Suppliers must successfully complete the Supply25 Cyber Security Assessment by the tender submission deadline; failure to do so makes the tender non-compliant and prevents further evaluation. The work is suitable for a provider with sufficient technical resources to support a new, operational multi-floor facility and its continuing service needs.
