Summary of the contracting process

The University of Dundee is procuring mechanical and electrical design consultancy for its Estates and Campus Services Department. The consultant will provide design and specification information for tender documents and support projects through RIBA stages 0–7, from initiation to completion. Work covers capital projects, refurbishment, maintenance, conservation, compliance upgrades, space reconfiguration and wider estate development across the University’s buildings in Dundee. The estate includes academic and teaching buildings, research laboratories, libraries, student residences, heritage properties and commercial spaces. Some projects will involve premises controlled by the National Health Service. The services are intended to support teaching and research, improve campus use, meet statutory and safety requirements, preserve historic buildings where applicable, and advance carbon and value-for-money objectives.

The buyer invited offers through an open procedure, with electronic submission. The procurement is divided into one lot. The submission deadline was 12:00 on 30 October 2026; bids must remain valid until 30 March 2027. The term contract has an initial three-year period, with two possible one-year extensions, and the stated contract period is 1,800 days. The estimated value is £900,000. Evaluation gives 40% weighting to quality and 60% to price. Suitability requirements are set out in the tender documents, and bidders must provide the names and qualifications of assigned staff. Variants are not permitted. The tender documents require bids in English; a fee applies to access the documents.

This opportunity is suited to established mechanical and electrical design consultancies able to support projects from early initiation through completion, and to prepare comprehensive designs and specifications for use in tendering. The work calls for experience across a varied institutional estate, including laboratories, teaching facilities, residences, commercial premises and heritage buildings. Suppliers should be able to manage capital, refurbishment, maintenance, conservation and compliance projects, and work within statutory and procurement requirements. Some assignments will require strict compliance with NHS standards, procedures and approval processes. The client’s aims include net-zero carbon delivery, improved space use, safety, conservation and whole-life cost efficiency. The term-contract arrangement offers scope across several project types, but workload and minimum spend are not guaranteed.
