Summary of the contracting process

The University of Edinburgh appointed a single supplier for security services across its estate in Edinburgh. The work covers manned guarding, event stewarding, fire investigation and taxi marshalling. The contract can also be used by the University’s subsidiary companies. This is an estate-wide operational security requirement, spanning routine site security as well as support for events, fire-related investigations and taxi movements. The purchasing organisation is the University of Edinburgh, an education institution. The procurement is for services rather than goods or construction work, and its scope brings several security and site-support functions together under one supplier. The service locations are across the University estate in Edinburgh.

The procurement is complete and the contract is active. Vigilant Protect UK Limited was selected as the single supplier. The contract was awarded through a direct award under the Scotland Excel Security Services and Cash Collection Framework; the tender data also identifies an open procedure, while the contract description states that the direct award was made under the framework. The contract is valued at £680,000. It was signed on 3 September 2026 and has an initial two-year term, from 3 September 2026 to 2 September 2028, with two optional one-year extensions that could extend it to 2 September 2030. One bid was recorded. The available award information does not state a separate award date or evaluation basis.

For suppliers considering comparable future work for the University, this award demonstrates demand for a single provider able to coordinate several security and estate-support functions across a university environment. A credible competitor would need the operational breadth to deliver guarding alongside event stewarding, fire investigation and taxi marshalling, while serving a large estate and potentially the University’s subsidiary companies. The buying route also matters: this contract was placed by direct award from a Scotland Excel framework, so framework participation covering guarding, key holding, event stewarding and taxi marshalling is relevant to competing through the same route. The recorded outcome followed one bid, showing that a supplier can win this requirement through the framework, but it does not establish any particular qualification, accreditation or capacity threshold.
