Summary of the contracting process

Orkney Islands Council is seeking contractors for kerbside waste collection and related services for domestic and commercial waste on Eday, Sanday, Stronsay, Westray, North Ronaldsay, Papa Westray, and Rousay, Egilsay and Wyre. The work includes weekly residual-waste collections from homes, businesses and litter bins, scheduled bulky-waste collections, and supplying and delivering consumables for service users. The services support the Council’s statutory waste-management responsibilities. The procurement is divided into seven island-based lots, allowing suppliers to focus on individual islands or bid for several. Delivery is across the Orkney Islands, with each lot covering the islands named above. The requirement is for waste collection and associated services (CPV 90511200).

The Council invited tenders through an open procedure. The submission deadline was 2 November 2026 at 12:00, with the bid opening scheduled for 12:30 that day. The estimated total value across the procurement is £1,068,006. Individual lot estimates range from £82,397 for Eday to £219,745 for Sanday; each is based on a five-year contract. The stated initial term is three years, with two optional 12-month extensions at the Council’s discretion. Start dates vary by island: 20 December 2026 for Sanday, Stronsay, Westray, North Ronaldsay and Papa Westray; 1 January 2027 for Rousay, Egilsay and Wyre; and 24 January 2027 for Eday. Suppliers should be prepared to explain their service delivery approach through a method statement, or, for Papa Westray, their contract-management approach, alongside a competitive price. The service is a recurring public-sector requirement, with a further procurement anticipated in July or August 2031.

The Contractor will be required to provide "kerbside" collections, including the delivery of associated consumables to service users, and other services for the Island of Sanday. In summary these services to comprise of the provision of weekly 'kerbside' domestic, commercial and litter bin residual waste collections, provide scheduled special collections of 'bulky' waste items and the supply and delivery of consumables to enable service provision and service user participation.. The new contract will be for a five year duration commencing 20 December 2026 with an initial term of 3 years with the option to extend for a further 2 x 12 months. The value of the contract is estimated over the 5 year duration.

Renewal: Initial term of 3 years with 2 x 12 month options to extend which will be at the discretion of the Council.

The new contract will be for a five year duration commencing 1 January 2027 with an initial term of 3 years with the option to extend for a further 2 x 12 months.
