Summary of the contracting process

UHI Moray is seeking a supplier to create a comprehensive brand and visual identity for its Business Enterprise Hub, including supporting assets and brand guidelines. The brand should express the Hub’s purpose, values and ambitions, appeal to its target audiences and distinguish it from competitors. It must also encompass the Hub’s role as the UHI Centre for Business Enterprise and Innovation, and provide a framework for future marketing and communications. The work includes liaison with UHI’s web team, which is developing a standalone website on the operating system used across the partnership. The requirement is funded through the Moray Growth Deal, with the UK and Scottish governments. The service is for the Hub in Elgin, Scotland.

UHI Moray invited offers through an open procedure. The tender deadline was 2 November 2026 at 16:00. The contract period is 4 January to 5 July 2027. Bids are assessed on price and team expertise and relevant experience; the published criteria assign 30 points to price and 10 to team expertise and experience. Bidders must be legally established and able to provide the services. Financial standing is assessed pass or fail: submissions require two years of audited accounts, or an equivalent signed financial statement if audited accounts are unavailable. Before award, the supplier must confirm employer’s liability insurance of £5 million per claim, public liability insurance of £5 million per claim and professional liability insurance of at least £1 million per claim. The tender requires named staff and their qualifications.

This opportunity suits a branding, design or creative agency with demonstrated experience developing comprehensive visual identities and translating them into usable brand guidelines and supporting assets. Suppliers should be able to develop an inclusive identity for an organisation with both enterprise-hub and university-centre functions, differentiate it in its market, and create a practical basis for ongoing marketing and communications. The work also calls for collaboration with a web team developing a separate website, so experience coordinating brand delivery with digital web development would be relevant. The buyer expects the supplier to identify the staff who will perform the contract and provide their qualifications. Bidders need the financial capacity to deliver the work and the required insurance cover, with financial standing and core eligibility assessed on a pass-or-fail basis.
