Summary of the contracting process

Kishorn Port Limited is seeking construction works for the East Quay development at Kishorn Port in Scotland. The project is to build a new 150-metre quay in a reclaimed area east of the existing drydock, with a water depth of 12 metres below chart datum. The drydock has already been enlarged, and rock excavated to reclaim 8.5 hectares of foreshore for the development. The quay will support the port’s ongoing operations. This is a marine civil engineering and quay construction project (CPV 45241000), rather than a general port operation or drydock services contract. The work is located at Kishorn Port, Kishorn.

The buyer invited offers through a restricted procedure. The first stage is supplier selection and shortlisting: applicants complete the Standard Procurement Document and provide supporting evidence and certificates. Up to five applicants are to be shortlisted and invited to the second-stage tender. The selection deadline was 2 November 2026 at 12:00 UTC; the second-stage invitations were scheduled for 2 December 2026. The estimated contract value is £30 million, and the contract period is 540 days. At the award stage, price and quality are assessed; the stated criteria give 70% to price and 30% to methodology, programme and quality control. Further quality considerations include health and safety, environmental matters, local suppliers, organisation, personnel, methodology and programme. Variants are allowed.

This opportunity suits contractors with the capability and capacity to deliver substantial marine quay construction and associated civil engineering works at an operating port. Applicants need to demonstrate relevant technical and economic standing through the selection-stage declarations, and supply evidence and certificates supporting those declarations. The buyer requires the names and qualifications of staff proposed for the work, so bidders should be able to present a suitably qualified delivery team and credible organisation, methodology and programme. Health and safety and environmental performance are among the quality considerations, alongside quality control. The buyer also expects the successful contractor to maximise local employment and supply-chain opportunities, support skills and training through schools and colleges, and engage with local communities. Consortium members or subcontractors relied on for more than 10% of the likely contract value must also provide completed selection-stage declarations.
