Summary of the contracting process

Public Services Delivery Scotland (PSD Scotland) is seeking a learning management system under a framework agreement for Scotland’s health and social care workforce. The system is part of the national Digital Learning Infrastructure programme, intended to create a modern, scalable and interoperable digital learning environment across a currently fragmented landscape. The programme addresses duplicated learning content, inconsistent user experiences and uneven data quality, which constrain workforce mobility, planning and efficiency. The framework is intended for NHS bodies and other eligible public organisations across Scotland, including the country’s health boards, local authorities, the Convention of Scottish Local Authorities and the Scottish Police Authority. The service category is IT systems development for the learning management software market (CPV 72212190), with delivery across Scotland.

The buyer invited offers through an open procedure for a single-lot framework agreement. The bid submission deadline was 25 November 2026 at 13:00 UTC, with the evaluation period scheduled to begin at that time. The framework term is 1,080 days; individual call-off contracts may run for up to 10 years. Bids are evaluated on technical quality, weighted at 70%, and price, weighted at 30%. The framework allows one participant, and variant bids are not permitted. The selected supplier may be offered call-offs under the framework, and the framework can be renewed. Tenderers must submit in English and provide the names and qualifications of staff assigned to the work. A suitability criterion applies, with its requirements set out in the tender documents.

This opportunity suits a supplier able to provide and support a learning management system that can operate at national scale across health and social care organisations and interoperate within a shared digital learning environment. The stated goals make capability in handling fragmented learning platforms, reducing duplicated content, improving the learner experience and supporting consistent data particularly relevant. Suppliers should be able to demonstrate technical quality, since it carries the greater evaluation weighting, alongside a competitive price. The requirement calls for named delivery staff and their qualifications, so bidders should have a suitably skilled team available and be ready to evidence its credentials. The framework is intended for a broad range of Scottish public bodies, making experience delivering services across multiple organisations and user groups commercially relevant. Community benefits and a subcontracting clause are included; details are in the tender documents.
