Summary of the contracting process

Scottish Natural Heritage (NatureScot) sought a principal contractor to deliver peatland restoration works and act as a practical training partner at Tarras Valley Nature Reserve, Langholm, Dumfries and Galloway. The contractor is to provide and maintain two low-ground-pressure tracked excavators, supply their fuel, and preferably fit them with tilting or rotator buckets. Alongside carrying out and overseeing site work with Peatland ACTION staff, the contractor must demonstrate restoration techniques and mentor trainees, including discussion and constructive feedback. The work also covers health and safety and construction-design-management documentation, recording completed work in Peatland ACTION’s spatial data template, and finishing any outstanding work at the end of the training programme. This is a specialist land-restoration works requirement with a hands-on teaching role.

The buyer invited offers through an open procedure. The tender set a submission deadline of 5 November 2026 at 12:00, with bid opening scheduled for 12:30 that day. The contract is for a single two-week programme, from 1 to 12 February 2027. The procurement is organised as one lot, covering the complete package of restoration work, machinery, supervision and trainee mentoring. Bids must be submitted in English; alternative bids are not allowed. The award period was scheduled to begin at 12:30 on 5 November 2026. No estimated contract value or evaluation weighting is stated in the procurement information presented here, so a supplier cannot assess the financial size or scoring balance from these details.

This opportunity is suited to a peatland restoration contractor able to combine practical site delivery with training and supervision. Suppliers need access to two low-ground-pressure tracked excavators and the capacity to maintain and fuel them throughout the programme; tilting or rotator buckets are preferred. The team must include a skilled operator or site supervisor and a second operator able to demonstrate techniques and mentor trainees. Experience delivering peatland restoration and the ability to give clear, constructive feedback are central to the role. The principal contractor must also manage site health and safety and CDM documentation in line with the 2015 regulations, coordinate with Peatland ACTION staff, maintain spatial work records using the specified template, and complete any remaining work within the training period. No particular accreditation is identified in the stated requirement.
