Summary of the contracting process

Midlothian Council is seeking suppliers for a framework to provide domestic furniture and furnishings, including white goods, for applicants receiving support through the Scottish Welfare Fund’s Community Care Grant. The work covers supply, delivery, installation and disposal at domestic dwellings across Midlothian, as well as other premises the Council considers suitable. Applicants must be able to view the goods, with options including in-person and online viewing. There are two distinct requirements: new furniture and reused furniture. The reused-furniture lot also requires goods and related services to meet sufficient quality and safety standards; the new-furniture lot requires sufficient quality. This is a goods procurement for household furniture, furnishings and appliances (CPV 39140000).

The Council invited tenders through an open procedure to establish a framework. Responses were due by 12 noon on 10 November 2026, with questions to be raised through the notice’s question-and-answer facility. The estimated total value is £1.8 million: £1.62 million for new furniture and £180,000 for reused furniture. The framework contract period for each lot is 1,080 days, with a possible 12-month extension. Suppliers may bid for either or both lots; alternative bids are not allowed. Evaluation is weighted 30% quality and 70% price for new furniture, and 40% quality and 60% price for reused furniture. Financial viability is assessed using the Council’s test, supported by audited accounts or equivalent for the most recent two years and details of significant subsequent changes.

The opportunity suits furniture suppliers able to serve households across Midlothian, with logistics and operational capacity to deliver, install and remove domestic furniture and furnishings. Suppliers need to support accessible viewing of their goods for grant applicants, through in-person, digital or other suitable arrangements. New-furniture bidders must demonstrate sufficient product and service quality; reused-furniture bidders must additionally meet quality and safety requirements for second-hand goods. Bidders should be prepared to evidence financial viability with two years of signed audited accounts or equivalent, and explain significant changes since the latest year end. Contracts also require suppliers to work with the Council to identify and deliver community benefits for Midlothian residents. Suppliers may compete for one or both requirements, making the framework relevant to providers of new furniture, reuse and refurbishment, or broader household-goods supply and delivery.
