Summary of the contracting process

The Common Services Agency, known as Public Services Delivery Scotland (PSD Scotland), is buying seasonal influenza vaccines for NHS Scotland’s seasonal flu programme. The goods are divided into three patient groups: vaccines for people aged 65 and over; vaccines for people under 65; and vaccines for children aged six months to 17 years who cannot receive the live attenuated influenza vaccine (LAIV). Each lot is intended as a commitment contract with one supplier. The vaccines will be supplied for NHS Scotland’s programme across Scotland. This is a medicines supply opportunity, rather than a service or works contract.

The buyer invited offers through an open procedure, with electronic tender submission. The tender deadline and scheduled bid opening were 9 November 2026 at 12:00. Each contract is for 360 days, covering the 2027/28 flu programme. The estimated value is £13,708,000 for vaccines for people aged 65 and over, £5,200,000 for under-65s, and £292,000 for children aged six months to 17 years contraindicated to LAIV; the stated overall estimate is £19,000,000. Each lot is awarded separately to one supplier. Bids are scored 90% on price and 10% on delivery timetable; variants are not allowed. Suppliers bidding for the same vaccine in both the over-65 and under-65 lots can receive an award for only one of those lots. Bids must remain valid for 90 days.

This opportunity is suited to vaccine manufacturers and medicines suppliers able to supply MHRA-authorised seasonal influenza vaccines at the required scale and meet NHS Scotland’s delivery timetable. Bidders must hold a current UK Marketing Authorisation, with a PL, PLGB or PLPI number, for every medicine tendered. The bidder and any subcontractors must have valid BS EN ISO 9001 certification or an equivalent quality assurance certification. Products must meet MHRA guidance and National Patient Safety Agency guidelines for packaging and labelling. Suppliers must also demonstrate steps taken to understand the climate change emergency and how they will respond. Participation entails agreeing to support community benefits and describing recent or proposed benefits in Scotland, or confirming engagement with NHS Scotland’s Community Benefits Gateway. The contract includes a subcontract clause.
