Summary of the contracting process

Falkirk Council is seeking contractors for a ground maintenance framework covering its area of operation. The work is split between arboriculture and rural grass cutting. Arboriculture covers planned work on identified trees, with maps and tree details supplied, and may also include work on untagged trees assessed through maps, site visits and manual marking. Tree operations must follow BS 3998:2010 and current industry practice, with care to minimise effects on trees and surrounding sites. Rural grass cutting covers highway verges, to maintain sightlines and signage and prevent vegetation spreading onto roads and footpaths, as well as flood channels and burns, which must be cut across their banks to control growth and keep watercourses clear. The services support the Council’s roads and grounds maintenance teams alongside its in-house workforce, in Falkirk, Scotland.

Falkirk Council invited offers through an open tender for a multi-supplier framework, with a maximum of five contractors appointed to each lot. The tender deadline and stated start of the award period were 16 November 2026 at 11:00. The framework contracts are due to run from 1 April 2027 to 31 March 2031. The estimated value is £1.3 million for arboriculture and £200,000 for rural grass cutting. Quality accounts for 30% of evaluation and price for 70% in both lots. Bids may be made for either or both lots; variants are not allowed. Each grass-cutting cycle must be completed within six weeks, with up to two cycles each year between April and October. Bids must remain valid for 180 days. Selection includes financial checks and specified insurance cover.

The opportunity suits established tree-care businesses, grounds maintenance contractors and providers able to deliver rural verge and watercourse cutting across the Falkirk area. Bidders must show relevant experience through two examples from the preceding three years, provide the names and qualifications of staff assigned to the work, and state whether they plan to subcontract and the proportion involved. UK-based bidders must be registered with Companies House or satisfy the Council that they trade under the stated name and address. Required insurance includes employers’ liability of £10 million and public, product and motor liability cover of £5 million each. Bidders must hold independently accredited ISO 9001, ISO 45001:2018 and ISO 14001 certificates, or provide the specified supporting evidence; an equivalent EMAS certificate is accepted for environmental management. The tree-work lot requires compliance with BS 3998:2010.
