Summary of the contracting process

The Scottish Police Authority bought continued licensing, support and maintenance for its existing Centurion complaints and professional standards software. The system supports the Authority’s handling of complaints and professional standards matters. This is a software licence and support requirement, classified under computer software and information systems (CPV 48000000), rather than a purchase of new software. The work relates to the Scottish Police Authority in Glasgow, with delivery identified in Scotland. The requirement covers continuation of the existing system while the Authority transitions to a replacement system procured competitively. Force Information Systems owns Centurion and was identified as the only supplier able to license and support the system during that transition.

The procurement is complete and the contract was awarded to Force Information Systems. The Authority used a limited procedure without prior competition, on the grounds that technical reasons left no reasonable alternative supplier: Force Information Systems owns Centurion and is the sole provider able to license and maintain it. One lot covered the software licence and support. One bid was recorded, from an SME. The contract was signed on 29 September 2026 and is active. Its value is £129,880.08. No contract period or award date is stated in the available procurement details, so the end of the transition-support arrangement cannot be established from them. The stated purpose is to maintain the existing system pending a new system obtained through a competitive procurement.

For suppliers seeking to compete for a future requirement from the Scottish Police Authority, this award shows demand for continued licensing, support and maintenance of a specialist complaints and professional standards system during a move to replacement software. A credible competitor would need to demonstrate the legal right and technical ability to license the relevant platform, as well as the capacity to provide reliable maintenance and support while the buyer transitions systems. The previous award relied on the incumbent’s ownership of Centurion and the absence of a reasonable technical substitute, rather than a competitive comparison of competing offers. Suppliers offering replacement systems may be relevant to the separate competitive procurement mentioned by the Authority, but this award itself concerns continuity of the existing Centurion system.

Procurement Information

It is considered that the renewal of the existing contract in the circumstances detailed in this Document is consistent with Regulation 33 (1) (b) (ii) of the Public Contracts (Scotland) Regulations 2015, which allows the contracting authority to award a public contract without prior publication of a contract notice or prior information notice when (ii) competition is absent for technical reasons but only, ...where no reasonable alternative or substitute exists and the absence of competition is not the result of an artificial narrowing down of the parameters of the procurement. Force Information Systems Limited is the owner of the Centurion System software and the only entity that can license and provide support and maintenance services for the system whilst we transition to a new system following a competitive procurement process.
