Summary of the contracting process

Perth & Kinross Council is seeking a contractor to maintain its CDT equipment and local exhaust ventilation (LEV) systems across council properties and associated buildings in Perth and Kinross. The service covers planned preventative and reactive maintenance of fixed and portable woodworking and metalworking equipment, forges, kilns, welding equipment, laser cutters, CNC machines, fume cupboards and LEV systems. This is a facilities and specialist equipment maintenance contract, covering a varied portfolio of workshop and extraction equipment. The work is delivered at council properties throughout the Perth and Kinross geographical area. The council is the buying organisation.

The process reached tender: the council invited offers through an open procedure, with electronic submission. The bid deadline was 16 November 2026 at 12:00, and the evaluation period was due to start then. The contract is for 1,440 days, with an option to extend, in one or more periods, by up to a further 36 months. The stated estimated value is £1,015,000, including extensions; this comprises £415,000 for the seven-year part and £600,000 in notional quantities for reactive work, used for evaluation. There is one lot. Evaluation is weighted 70% on quality and 30% on price. Bidders must provide three comparable non-domestic contract examples delivered over three to four years. Variants are not allowed.

This suits maintenance contractors with experience servicing diverse workshop machinery, fume cupboards and LEV installations in non-domestic settings, and the capacity to provide planned and responsive work across a council-wide estate. Operatives need appropriate competence and qualifications: Gas Safe identification for gas or LPG work; NICEIC, SELECT or NAPIT credentials for electrical work; BOHS P601, P602 and P604 or accepted equivalents for LEV; and BOHS M200 or an accepted equivalent for LEV, fume cupboards and CDT equipment. Asbestos Awareness training is also required. The contractor must provide evidence of quality, health and safety, and environmental management, either through relevant accredited certifications or documented policies and procedures. Required insurance includes employers’ liability cover of £10 million per claim, public liability of £5 million per claim and professional indemnity of £2 million.
