Summary of the contracting process

Forestry and Land Scotland is developing a property agency framework to support its property requirements across Scotland. The planned services are grouped into three work types: rural agency, energy agency, and leisure and retail agency. A framework would provide a route for public sector contracting authorities to buy services from pre-approved suppliers on agreed terms. The detailed scope of each work type is set out in the supporting material. The framework is intended to become Forestry and Land Scotland’s primary route to market for its property agency requirements, while also providing a procurement route for public sector authorities. The buyer is Forestry and Land Scotland, based in Inverness; service delivery is expected across Scotland.

This process is at the planning and pre-market engagement stage: Forestry and Land Scotland is seeking market views to help shape its procurement strategy, not inviting tenders. The buyer has created a questionnaire for suppliers to provide feedback on the proposed tender process and framework operation. It expects to publish a further notice on 18 November 2026. The framework is planned to begin serving as the buyer’s primary route to market from April 2027. The framework is to be divided into rural agency, energy agency, and leisure and retail agency lots. The procurement strategy, procedure and framework arrangements remain under development; no estimated contract value or budget is stated in the available process information.

This planning exercise is relevant to property agency firms and consultancies with experience in one or more of rural property, energy-related property, or leisure and retail property. Suppliers with a breadth of services across these areas may find that several proposed lots align with their work. The framework is intended to give appointed suppliers a route to provide property agency services to Forestry and Land Scotland and public sector contracting authorities under agreed terms, so firms interested in longer-term public sector work may wish to contribute to its design. The buyer is asking the market for practical feedback through a questionnaire, including views on the proposed competition and how the framework will operate. This is an opportunity to inform the planned procurement, rather than to submit a bid at this stage.
