Summary of the contracting process

The University of Strathclyde plans to procure drain cleaning, repair and investigation services across its sites and buildings in Glasgow. The work covers reactive drainage services, surveys to investigate problems and identify remedial action, and repairs using supplied materials and labour. The contractor will provide written survey reports supported by video footage, the equipment needed for cleaning, and a Vactor vehicle to remove foul water and solid waste. The stated scope is not exhaustive, so the eventual requirement may include further related drainage services. This is a service contract for suppliers specialising in commercial drainage maintenance, CCTV drainage surveys, cleaning and repair work.

This procurement is at the planning stage: the University has stated an intention to establish a contract, but has not invited tenders. The published value is an estimate of £600,000. The contract title indicates a 2027–31 term. The University expects to publish a further notice on 18 January 2027. It may also conduct preliminary market consultation with interested suppliers; parties wishing to take part were asked to register by 12 noon on 16 November 2026. The planned procurement is described as subject to change. The planning information does not set out a procedure, lot structure, supplier eligibility conditions or evaluation criteria, so these should not be treated as settled requirements at this stage.

This requirement is likely to suit drainage contractors able to respond to reactive problems across multiple university buildings and sites, as well as carrying out planned investigation and remedial work. Suppliers should be equipped to survey drainage systems, provide clear written findings with video evidence, and undertake cleaning and repairs with their own appropriate equipment, materials and labour. The stated need for a Vactor cleaning vehicle points to capability in removing foul water and solid waste, alongside ordinary drain-cleaning provision. Firms combining survey, diagnosis, cleaning and repair services may be well placed to meet the broad scope. The University may undertake preliminary market consultation, giving interested suppliers a chance to engage before the procurement reaches tender stage.
