Summary of the contracting process

Argyll and Bute Council is seeking contractors for a traffic management services framework for its Roads and Infrastructure Services. The work is to install, maintain and remove temporary traffic management on rural and urban roads, supporting programmed construction works in line with Chapter 8 safety standards. Services include staffed and unmanned traffic lights, stop/go systems, convoy systems and weekly battery charging for unmanned lights. The work is divided across three areas: Mainland and Isle of Bute (East), including Bute and Cowal and Helensburgh and Lomond; Mainland (West), including Mid-Argyll, Kintyre, Oban and Lorn; and the Western Islands. Council roads and amenities staff will use the framework to arrange services when needed.

The council invited offers through an open procedure for a framework agreement. Bids were to be submitted electronically, with the submission deadline set for 16 November 2026 at 12:00 UTC; the bid opening was scheduled for the same time. Each lot has an initial contract period of 360 days, with the council able to extend for up to three further one-year periods, subject to satisfactory performance and discussions with the successful tenderers. Suppliers may bid for any or all of the three geographical lots, and variants are not allowed. The published procurement documents identify economic and technical selection criteria. Each call-off order will form a separate contract; appointment to the framework does not guarantee a volume of work.

This opportunity suits traffic management contractors able to deliver safe temporary traffic control on both rural and urban roads, in accordance with Chapter 8 standards for programmed construction works. Suppliers need the operational capacity to provide a range of arrangements, including staffed and unmanned two-way and three-way lights, unmanned four-way lights, stop/go teams and three- or four-person convoy systems. The requirement also calls for weekly battery charging for unmanned lights. Contractors with equipment, trained crews and the ability to mobilise across the relevant mainland, Bute or island areas are well placed to compete. The framework has no cap on the number of qualified participating contractors, and suppliers can seek appointment for multiple geographical areas.
