Summary of the contracting process

East Dunbartonshire Council is seeking a contractor to refurbish the existing lift at Milngavie Enterprise Centre in Milngavie. The works cover an existing machine-room-less passenger lift serving the ground, first and second floors. The contractor must inspect retained equipment and, where needed, certify it as suitable for reuse. The scope includes supplying and delivering materials and equipment, erection, connection, testing and servicing, and delivering a fully refurbished lift certified to current standards. Modernisation must meet applicable regulations, including accessibility requirements. The contractor must also undertake the principal designer role under CDM regulations and plan, manage and monitor design and installation, including required reporting and applications. This is a single package of lift refurbishment and associated design and installation work.

The council invited offers through an open procedure, and the procurement reached the tender stage. Bids were to be submitted electronically in English, with no variant bids allowed. The deadline set for submissions was 23 November 2026 at 12:00 UTC; the evaluation period was due to start at 13:00 UTC that day. The contract period is 90 days. Quality accounts for 40% of the evaluation and price for 60%. The procurement is one lot. Bids must remain valid for 120 days after the submission deadline. The contract terms are based on the NEC4 Engineering and Construction Short Contract, June 2017 edition, amended in January 2023. Electronic ordering and payment are used; electronic invoicing is allowed.

This opportunity is suited to lift refurbishment and installation contractors with the technical capacity to modernise a mechanical passenger lift, assess equipment for reuse, and test and certify a completed installation against current standards and accessibility requirements. The successful contractor must be able to coordinate design and construction work and take on the principal designer role under CDM regulations, including planning, managing and monitoring the work and completing required reporting and applications. Suppliers need relevant refurbishment experience: bids must provide three examples of similar mechanical passenger lift works completed in the previous five years. They must also demonstrate annual turnover related to passenger lift refurbishment, supply and installation of at least £100,000 for each of the previous four years. Community benefits and subcontracting are part of the requirement.
