Interim Award of Hygiene Paper Products

The Common Services Agency (more commonly known as Public Services Delivery Scotland) (PSD Scotland)

This public procurement record has 1 release in its history.

Summary of the contracting process

Public Services Delivery Scotland (the Common Services Agency) bought hygiene paper consumables for NHS Scotland and workplace environments. The products include toilet tissue, hand towels, facial tissues and couch rolls, designed to work with the existing dispenser estate and support hygiene and infection prevention. Delivery is for NHS Scotland sites; the procurement rationale refers to around 1,000 sites across Scotland. The requirement is a single supply of paper products rather than dispenser replacement: the buyer said the installed dispensers are owned by Kimberly-Clark and do not authorise third-party consumables. The buyer’s stated purpose was to maintain continuity of supply while it completes a separate competitive procurement and plans a transition away from the existing dispenser estate.

The procurement is complete and awarded to Kimberly-Clark Professional, with an active contract signed on 19 October 2026. The contract value is £19.6 million. The stated interim term is 12 months, with an option to extend by up to a further 12 months if needed for transition; no exact contract end date is recorded. The buyer used a limited negotiated procedure without prior publication of a competition, relying on technical restrictions associated with the existing dispenser estate and the need to maintain supply during transition. The process had one lot covering the hygiene paper consumables. The stated route for the future requirement is a separate competitive procurement. No separate award date or evaluation scoring criteria are recorded.

This award indicates substantial, continuing demand for hygiene paper products across NHS Scotland’s healthcare estate, where reliable supply and compatibility with installed dispensers are operational requirements. Kimberly-Clark was selected for the interim supply because it owns the existing dispenser estate and the buyer considered third-party consumables unauthorised for those dispensers. A supplier seeking to compete for the requirement when it returns to market would need to demonstrate dependable national-scale supply of toilet tissue, hand towels, facial tissues and couch rolls, and the ability to support hygiene and infection prevention in a large, multi-site healthcare environment. The buyer has described a future competitive procurement intended to enable transition away from reliance on the incumbent-owned dispensers, so credible alternatives would also need to address product and dispenser compatibility during that transition.

Procurement Information

The Common Services Agency known as Public Services delivery Scotland intends to award an interim contract to Kimberly-Clark Professional using the Negotiated Procedure without Prior Publication under Regulation 33(1)(b)(ii) of the Public Contracts (Scotland) Regulations 2015. The existing hygiene paper dispenser estate across approximately 1,000 NHS Scotland sites is owned by Kimberly-Clark and their position is that third-party consumables are not authorised for use within its dispensers. While there is wider market competition for hygiene products and replacement dispensers, the contracting authority does not consider the immediate or parallel replacement of an estate of this scale to be operationally practicable across a large, complex and multi-hospital environment over the next 12 months. National Procurement must maintain continuity of supply while a new competitive tender is completed and any transition to new supply arrangements is planned and implemented. In practice, this requires continued access to Kimberly-Clark products for use in the existing dispenser estate during the interim period. The award is therefore a temporary transitional arrangement for 12 months, with an option to extend for up to a further 12 months where required to support transition. The future requirement will be competitively procured through NP50827, enabling NHS Scotland to transition away from reliance on the existing incumbent-owned dispenser estate. The contracting authority therefore considers a time-limited award to Kimberly-Clark to be the only presently deliverable solution identified for maintaining continuity of supply while the competitive procurement and transition are completed.
