Summary of the contracting process

West Dunbartonshire Council is seeking specialist contractors to supply and install new and replacement uPVC windows and doors, including glazing, seals, locks and ventilation features, in council-owned buildings. The work covers residential properties, public facilities and operational sites across West Dunbartonshire. Associated building work includes maintenance, routine servicing and emergency repairs, including work in void properties. Contractors may be individual multi-trade businesses or trade groups, and will join a ranked framework for call-offs. When a higher-ranked contractor cannot take on a job because of capacity or capability, it will be offered to the next provider. Contractors must work as part of a team and complete work orders with minimal supervision. This is a retender of the uPVC windows and doors element of the council’s building-services framework.

The council invited tenders through an open procedure for a single uPVC windows and doors lot within a framework agreement. The tender deadline and bid opening were set for 1 December 2026 at 12 noon. The contract period is 720 days, with two possible 12-month extensions at the council’s discretion. Award is based on 60% price and 40% quality. Bids are submitted electronically in English, and variants are not permitted. Economic checks include annual turnover of at least £2 million in each of the last two financial years, specified employer’s and public liability insurance, and passing at least two of three financial ratios. The technical assessment covers relevant experience, workforce and management levels, equipment, qualifications and certifications, trade registration where required, and intended subcontracting.

This opportunity suits uPVC window and door installers and specialist building contractors able to supply, fit and replace units across varied council properties, and provide planned servicing and urgent repairs. Suppliers need the capacity to respond to a year-round, 24-hour emergency service and to take on call-off work when required; a ranked framework means workload depends on availability and capability. Bidders should be able to evidence relevant completed work, sufficient annual manpower and management staff, and access to the necessary tools, plant and technical equipment. All contractors, subcontractors and site tradespeople must hold qualifications and certifications relevant to the work, with professional or trade-register enrolment where applicable. The council also requires a waste management plan, insurance evidence and, where required, Security Industry Authority approved-contractor status. Social-benefit outcomes must be offered.
