Summary of the contracting process

The University of Glasgow is procuring an electron-counting detector for its JEOL F2-Cryo transmission electron microscope, together with associated services and maintenance. The detector will replace an earlier-generation system at the Scottish Centre for Macromolecular Imaging, upgrading the microscope with electron counting, super-resolution and correlated double sampling. The aim is to improve specimen screening, particularly for low-molecular-weight and challenging targets, and to support publication-quality data collection on more straightforward, larger or symmetric targets. This is a specialist scientific imaging equipment requirement, classified under medical imaging equipment (CPV 33110000). Delivery is for the University’s facility in Glasgow. The procurement is one package covering the detector, related services and ongoing maintenance.

The University invited offers through a competitive procedure with negotiation, using electronic submissions. The tender deadline was 26 November 2026 at 12:00 UTC; the stated contract period is 36 months, with two optional 12-month extensions. The tender sets a single lot and allows no variants. Suppliers must provide at least two years of accounts showing annual turnover of at least £500,000, as well as product liability insurance of £1 million, public liability and employers’ liability insurance of £5 million each, and professional indemnity insurance of £1 million. Evaluation gives technical specification 35% and price 30%. The published criteria account for 65% of the evaluation weighting. The procedure provides for three candidates at the second stage and successive reduction; the buyer may award on initial bids without further negotiation. No estimated contract value is stated.

This opportunity is suited to suppliers of high-performance detectors for cryogenic transmission electron microscopy, particularly those able to supply equipment optimised for 200 kV operation and supporting electron counting, super-resolution and correlated double sampling. Suppliers should also be able to provide the associated services and maintain specialist scientific imaging equipment over the contract term, including any extensions. The required financial standing is substantial for a specialist equipment purchase: bidders need the specified insurance cover and a track record of at least two years’ accounts meeting the turnover threshold. The buyer also asks suppliers to commit to community benefits, including employment and training, workforce development, equality and diversity, supply-chain opportunities for smaller and third-sector organisations, and educational or work-experience support. These commitments may suit suppliers with established training, community engagement and responsible supply-chain programmes.

Lot Information

Lot 1

PURCH2986 Contract Agreement for Electron Counting Detector for Cryo Transmission Electron Microscopy & Associated Services and Maintenance for the period of 36 Months, with a further 2 optional extension periods of 12 months. The Scottish Centre for Macromolecular Imaging at the University of Glasgow has recently received BBSRC ALERT funding to upgrade the detector on their JEOL F2-Cryo electron microscope. The detector will replace an earlier 'first generation' direct detector on the microscope and provide their users with access to a 200kV-optimised detector with electron counting, superresolution and correlated double sampling technologies. The detector will significantly boost the capabilities of the overall system and the F2-Cryo with upgraded detector is expected to deliver rapid, high confidence specimen screening data on low molecular weight/challenging targets. The upgraded system is expected to deliver publication quality data on more straightforward, larger or symmetric targets. For detailed specification, please refer to PURCH2986 - Schedule 1A - Invitation to Tender.

Renewal: For the period of 36 Months, with a further 2 optional extension periods of 12 months
