Summary of the contracting process

CalMac Ferries Limited is seeking a supplier to pilot a smartphone-based visual tagging solution for blind and partially sighted ferry passengers. The service is intended to improve passenger wayfinding and provide access to real-time information, with that information available in 36 languages. This is an accessibility and passenger-information technology service, rather than a purchase of ferry vessels or general IT support. The stated delivery setting is CalMac’s ferry operations in Scotland; the buyer is based at Gourock Ferry Terminal. The work combines an accessible user-facing solution, visual tagging and the provision or conversion of live passenger information across multiple languages. Suppliers with relevant assistive technology, passenger navigation or digital information platforms may find the scope pertinent.

CalMac invited offers through a single-lot tender using an open procedure. Bids were to be submitted electronically, with the submission deadline set for 30 November 2026 at 12:00. The contract period is stated as 1,800 days. The terms describe a fixed-price initial 12-month period, followed, subject to successful completion, by two possible 12-month extensions. Quality carries 60% of the evaluation and price 40%. Applicants must meet financial tests based on their latest published accounts: return on capital employed above zero, current ratio above one, gearing below 100%, and interest coverage of at least two. Bid validity runs to 31 December 2026. The published procurement value is not stated in the process data.

This opportunity is best suited to suppliers able to deliver a working pilot of smartphone-based visual tagging for passengers with sight loss, and to connect the solution with real-time travel information. The multilingual requirement involves making that information available in 36 languages, so capability in content localisation or translation integration is relevant alongside accessible interface and mobile technology expertise. The supplier must be able to work in a ferry passenger environment and demonstrate how its system will support practical wayfinding. CalMac requires the names and qualifications of staff assigned to the work, making a credible delivery team important. Financially, bidders need published accounts showing positive return on capital employed, a current ratio above one, gearing below 100% and interest coverage of at least two. Quality is weighted more heavily than price.
