Summary of the contracting process

The University of Glasgow is seeking a supplier for a high-performance narrow-linewidth continuous-wave tunable laser system. The requirement covers supply, delivery, installation, commissioning and ongoing support, rather than equipment supply alone. The system is for use in the University’s work in Glasgow. This is a specialist scientific-instrumentation opportunity for manufacturers, distributors or integrators able to provide the laser system and take responsibility for bringing it into service. The purchase is treated as a goods procurement, with associated installation and support services. The University has also indicated that it values community benefits linked to the contract, including training, employment opportunities and supply-chain development.

The University invited offers through a competitive procedure with negotiation, using a two-stage process with successive reduction; at least three candidates are to be invited to the second stage. The bid submission deadline was 30 November 2026 at 12:00. The contract has an initial term of 24 months, with options for two further 12-month extensions. Evaluation gives 29% to the technical specification and 40% to price. Bidders must meet minimum insurance thresholds: £1 million product liability, £5 million public liability, £5 million employers’ liability and £1 million professional indemnity. They must also provide at least one year of accounts showing annual turnover of at least £200,000. Variants are not permitted.

This opportunity suits suppliers with specialist laser technology expertise and the capacity to deliver a complete, high-performance system, including installation, commissioning and support. Suppliers should be able to demonstrate technical compliance with the specification and compete on whole-life cost as well as purchase price, as the procurement includes a whole-life cost model and assesses both technical quality and price. The University’s insurance and turnover thresholds make it suitable for established businesses able to evidence financial standing and carry the required levels of liability cover. Suppliers should also be prepared to propose practical community benefits, such as employment or training, workforce development, support for education, or subcontracting opportunities for smaller businesses and third-sector organisations.
