Summary of the contracting process

Glen Oaks Housing Association is procuring common-close cleaning services for homes it owns or factors in Arden, Glasgow. The work covers shared stairs, floors and landings, including their finishes; walls and ceilings; undersides of stairs and landings; windows, frames and cills; front and rear communal doors; utility boxes; light fittings; and approach paths. Cleaning tasks are specified at weekly, monthly or annual intervals. The association may adjust the property list and work scope during delivery, and may add locations elsewhere in Arden as its requirements change or it acquires housing stock. This is a facilities-cleaning service for housing association communal areas, rather than a domestic cleaning contract for individual homes.

The buyer invited offers through a single-stage, open procedure in which bidders could submit a tender. The contract is divided into one lot. The stated tender deadline was 30 November 2026 at 12:00 UTC; the bid opening was scheduled for the same time. The initial contract term is three years from 1 April 2027, with two optional 12-month extensions at the association’s discretion, giving a maximum duration of five years. The estimated value is £585,000. Evaluation is weighted 60% for quality and 40% for price. Bids must meet a pass threshold on every technical and professional ability question; variants are not permitted.

This opportunity suits commercial cleaning contractors with direct experience of communal stairwell and close cleaning in housing or comparable buildings. Bidders must provide three examples of similar work and show access to the tools, plant and technical equipment needed for delivery. The association also asks for average annual workforce and management-staff figures for the previous three years, so suppliers should be able to evidence operational staffing capacity. The stated financial thresholds and required insurance cover are relevant entry tests. Contractors planning to use subcontractors need appropriate supply-chain tracking and management systems, including prompt payment processes and evidence of payment performance or a director-signed improvement plan. Staff names and qualifications must be provided; performance is monitored against key indicators, with remedial planning required if standards fall short.
