Planning Published: 18th June 2025 14:01:45 PM   Contracts Finder

Accelerating Investment is part of the Accelerating Business Growth portfolio in the Space Ecosystem Development team. Cost Benefit Analysis of Standardising Existing Code of Practice for Household Waste Recycling

Edinburgh - SCOTTISH GOVERNMENT

Tender Published: 18th June 2025 00:00:00 AM   Public Contracts Scotland

The co-design of the new Code of Practice for Household Waste Recycling will take an evidence-based approach, building on the existing Code of Practice2, identifying areas that can be strengthened and updated in order to deliver better services across Scotland and increase recycling rates, including considering new products or materials for inclusion. The process will leverage the current approach and build on what we know works. It will utilise the expertise within Scottish Local Authorities and beyond, and build on the platform created by previous research, aiding local authorities to in meeting future local statutory targets from 2030. This will and improve consistency of services. We believe that putting the new code on a statutory footing will provide a clear strategic direction for household recycling in Scotland and accelerate improvements to both the quality and quantity of recycling. Scotland’s waste targets include aims to recycle 60% of household waste by 2020, to recycle 70% of all waste by 2025 and landfill less than 5% of all waste by 2025. Although Scotland’s recycling rates have improved significantly over the long-term, progress has slowed in recent years and the Scottish household recycling rate has plateaued at around 42-45%. Key challenges include variation in local provision, quality and uptake of recycling services across local authorities, and over-reliance on existing social norms to boost recycling rates. Further action is therefore needed to ensure that the 60% target can be achieved as soon as possible. In order to ensure that the co-design of the new [...]

An Assessment of the Risk Posed by Groundkeepers to the Virus Heath of Scottish Seed Potato Production

Edinburgh - SCOTTISH GOVERNMENT

Tender Published: 16th June 2025 00:00:00 AM   Public Contracts Scotland

2. Scotland is renowned worldwide for the quality of the seed potatoes it produces, underpinning the whole UK potato industry and exporting to over 30 countries outside of the EU. This reputation is primarily due to low levels of virus disease present in Scottish seed potatoes enabling production of high health seed by highly specialised growers. The most important potato viruses present in Scotland are spread by aphids moving from infected to healthy plants. Scotland’s cool, maritime climate has historically kept aphid numbers, and therefore virus levels, low but factors including the changing climate and loss of effective insecticides have meant that virus levels have been increasing in recent years. Virus is managed through certification, crop inspections, and the industry. The Seed Potato Certification Scheme (SPCS) sets disease and quality tolerances, including tolerances for virus in seed potato crops, which limits the inoculum in crops and the risk of spread to other crops in the vicinity. Likewise statutory inspections of growing ware crops maintain limits on levels of virus. The industry face financial consequences if their crops do not meet tolerances required for certification and subsequently marketing; these include downgrading/no grading of seed crops, and potential destruction if ware or seed crops are above tolerances permitted. It is therefore of financial and reputational benefit for growers to take efforts to minimise the risk of virus to their crops. However, there is one potential source of virus inoculum that is neither controlled nor monitored, and whose importance is not quantified - Groundkeepers. [...]
