Receipt and Treatment of Food Waste

The Council has a statutory duty to collect and arrange for the receipt and disposal of household waste and other waste arising within Bedford Borough. This includes domestic waste collected direct from householders at the kerbside and waste taken to its Household Waste Recycling Centre. To comply with the requirements of the Environment Act 2021 the council will introduce a weekly Food Waste collection service for households across the borough, and it also intends to offer a separate Food Waste collection service to the Council's commercial waste customers. This contract is for the receipt and treatment of all Contract Waste (Food Waste) for an Initial Term of 5 years with an option for the Council to extend the Contract for up to a further 5 years (3+2). This Specification details the Services to be provided by the Contractor. Bidders will be required to offer tipping facilities to accommodate all collected Contract Waste. It should however be noted that the Council does not own or have access to a tipping facility currently suitable for Food Waste. The Trust has a requirement for a qualified locksmith to provide 24/7 356 days a year Boarding up services across Essex. The Trust's Ambulance crews attend to patients in a number of private settings, and on occasion forced entry to the property will either be made by Ambulance, Fire or Police crews. Where the property is insecure the Boarding Up Supplier will be called by the Trust's Control Room and be provided with the address of the premises that require securing. The Supplier must respond within 90 minutes to the given address and be able to secure the premises to prevent further entry. The Supplier must work with the Trust and with the patient/family of the patient to ensure access details are safely handed over either to the patient or patient's family to allow future access. A protocol will be agreed with the Supplier and the Trust's Control Room following the Contract Award. You are invited to quote for these services on the pricing table below. Communities in Bedford Borough, and across the UK, are feeling the pressures of the cost-of-living crisis. Rising prices, stagnant earnings and limited financial aid, are making it tough for individuals and families to afford everyday essentials, including food. Evidence from the Institute of Health Equity, Joseph Rowntree Foundation and Resolution Foundation highlight the alarming impact of this crisis on both short- and long-term health. The number of people living in absolute poverty is projected to rise, affecting an estimated 30% of children by 2023/24. In Bedford (2020/21), it was reported that nearly a third of children are living in poverty after housing costs, with ethnically diverse communities disproportionately affected, widening health inequalities. Access to affordable nutritious food is becoming increasingly challenging, leading to reliance on cheap, unhealthy options and for some there is a risk of going hungry. Many experience other barriers to healthy food, in terms of the means to store, prepare and cook. Everyone, especially children should be guaranteed a nutritious meal and not be at risk of going hungry. It is vital that we provide support to those who need it, without stigma.
