This notice is to inform potential contractors of the upcoming opportunity to join the Devon and Somerset Standing List of Approved Contractors (SLoAC).2025. The SLoAC provides a set of pre-qualified contractors for Maintenance, Improvement, and Building Works up to £2,000,000 per project, with most works ranging between £5,000 and £250,000, and for works below £5,000. SLoAC 2025 will replace the existing SLoAC, which has been in operation since 1st April, 2016, and will expire on 31st March, 2025. All interested contractors, including those currently on the existing list must re-apply to join SLoAC 2025. SLoAC 2025 is anticipated to commence on 14th April, 2025, and will run for 4 years with an option to extend. The SLoAC 2025 application process is anticipated to commence in January 2025, with the application package published on the Procurement Portal https://www.supplyingthesouthwest.org.uk. Interested contractors should ensure they are registered on the portal in preparation for the application process. This Framework Agreement is to provide maintenance and improvement works and technical support for approximately 5 000 km of Public Rights of Way (comprising footpaths, bridleways, restricted byways and byways), 230 km of off-road recreational trail network (for example, the Tarka Trail) and 590 km of minor road network (mainly unmetalled) including the South West Coast Path National Trial for which it is responsible along with the areas covered by the Stover Country Park and Grand Western Canal Country Park or other land requiring works. The framework agreement will operate over a 4-year period commencing 1st April 2025 and expiring on 31st March 2029 (with a break clause at the Authority's discretion to close the arrangement at the end of year 2) The Framework Agreement may also be used by local partners such as Dartmoor and Exmoor National Park Authorities, and parish and town councils to maintain some or all of the public rights of way within their respective boundaries under an Agency DCC wishes to appoint a multiple of appropriately skilled and competent contractors to the framework agreement who can be called upon to undertake the maintenance and improvement works up to an approximate value of £100,000 per scheme and technical support for discrete activities to an estimated value of upto £10,000. The Framework Agreement may also be used by both Dartmoor and Exmoor National Park Authorities to maintain some or all of the public rights of way within their park boundaries under an Agency Agreement with Devon County Council and it may be that works are ordered by either the Dartmoor or Exmoor National Park Authorities or Devon County Council through this arrangement. Parish and Town Councils may also need to use the Framework for path works carried out on behalf of Devon County Council. Multiple appropriately skilled, competent contractors are required to carry out routine, reactive and planned maintenance and improvement works across Devon, to a value of up to £120,000 per scheme - ranging from seasonal vegetation cuts to path establishment works, but also allowing for related work such as path inspections and drafting of Orders for temporary closures and/or path diversions. Total annual spend is in the region of £1.5m, including a high proportion of lower value work of less than £5,000. [...]
