INTRODUCTION: Following extensive community consultation, Blofield Parish Council is creating a new community hub designed to meet the increasing demand for community facilities due to significant population growth and the increased pressure on existing community facilities. The site is centrally located, directly opposite the new primary school and Doctors Surgery and is close to the library. Currently, the Parish Council is looking for Tenders to develop and manage RIBA Stages 3 to 6 for the new community centre, working closely with the Parish Council. Location: To the west of Plantation Road, Blofield, NR13 4RH. SITE DESCRIPTION: The site includes the old school playing field, a standalone classroom, a hard play area and playground, and a small car park. It is bordered by the A47 to the north, Plantation Road to the east, the old school to the south, and residential bungalows to the west. PLANNING PERMISSION - 2024/3727: Full planning approval has been obtained for the change of use, new highway access, car park, and playground. Outline planning permission was approved for the community centre. The Parish Council aims to submit a full planning permission application for the community building late 2025. DETAILS: The Parish Council is acquiring part of the old school site through a land swap with Norfolk County Council. The site will remain a community asset for social interaction, play and access to open green space. Norfolk and Norwich University Hospitals NHS Foundation Trust (NNUH) are currently developing their service specification and contracting process for the provision of a Respiratory Sleep Therapy Service and Consumables Managed Service across Norfolk and Norwich.

The NNUH are seeking to appoint a provider to deliver a Managed Service for Respiratory Sleep therapy across Norfolk and Norwich.
This market engagement exercise seeks the views and opinions of those organisations that may be interested in delivering this service.

This exercise and any subsequent responses are in no way legally binding on any party.

Participation in the engagement exercise is not a mandatory requirement for participating in any potential future procurement; however, responses received will assist to inform the Relevant Authority as to the level of interest from the market and will be used to evidence a decision as to whether or not to undertake a competitive procurement.

Norfolk County Council is seeking to purchase Home Support provision, following a strategic review of the current home care market, to inform the future strategic commissioning approach. This review was undertaken to ensure that the Council can fulfil its duties under the Care Act, concerning individual choice, market sustainability and quality of care provision. The strategic commissioning approach is focused on meeting the following aims: • Sustainability - Supporting a diverse homecare market to deliver manageable hours in right sized geographical areas. • Quality - Enabling the homecare market to meet Good and Outstanding CQC ratings. • Resilience - Creating a strong and responsive homecare market. • Capacity - Increasing capacity through redesigning our home support provision. Informed by the engagement and market research undertaken, we are implementing a Principal Provider model in Norfolk, which will put in place a lead provider within each PCN who will be required to directly deliver up to 70% of the home support demand and will also be expected to meet certain expectations, as described below (not an exhaustive list): a. Lead on collaboration with other home care providers, within the PCN. This would include working with providers to identify efficiencies in care delivery and sharing of best practice. b. Support the implementation of the Adult Social Services Quality Improvement Programme c. The Tier 3 service across Norfolk and Waveney will offer the opportunity for service users who meet the qualifying criteria to access comprehensive support via a weight management programme tailored to their needs including reasonable adjustments in line with NICE Guidance.

The Tier 3 weight management service will incorporate both standard services and enhanced services for those service users with more complex health needs (co-morbidities) either independently or in partnership with other providers.

The service aims to:

• Encourage long term behaviour change by offering a programme which promotes physical activity; promotes healthy eating and supports the psychological barriers to unhealthy relationships with food; supports and recognises the relationship between mental health and obesity and offers a system throughout the programme which will support the psychological needs of everyone who attends.
• Reduce the number of people living with obesity in Norfolk & Waveney, thereby improving long-term health, reducing the burden of disease, and decreasing the need for social care, while also preventing or reducing the incidence and healthcare activity related to obesity-related illnesses.
• Function as part of a seamless care pathway for adults with obesity; to proactively work in partnership with services provided at tiers 1, 2 and 4, as well as other existing services supporting behaviour change
• Undertake comprehensive stakeholder engagement to inform practice, referral confidence and workforce development.
• Work with Norfolk & Waveney ICB using Population Health Management (PHM) data management systems to assist in the identification of service users with agreed BMI and clinical thresholds to ensure the people with the highest risk can [...]

NHS Norfolk & Waveney ICB (NWICB) is undertaking market engagement to support the future commissioning of Learning Disability Respite Service for People aged 18+ with a learning disability, who are under the duty of care of NHS Continuing Healthcare (CHC) and are registered with a GP within Norfolk & Waveney.

This is a Market Engagement process to assess the interest, capacity and capability of the market to deliver a five-bed residential respite service with nursing care for adults with learning disabilities and complex health needs.

The service will be provided 24 hours per day, seven days a week including days, evenings and weekends, and will be provided over a full 52 weeks per year, as defined and detailed in the Essential Standards set by the Care Quality Commission (CQC).
